To gain expertise in training the long term unemployed to enable
them to gain Vocational Qualifications and to return to the labour
market. The training combines vocational training with work experience
carried our on projects involved in energy conservation, environmental
improvements, urban forestry and recycling.

The overall aim of this programme is to improve access to vocational
training and the labour market for marginalised sections of society,
with two target group in mind - disabled and disadvantaged and
to provide sustainable employment in the energy sector. Main objectives
of the project:
- To increase the skills of long term unemployed adults;
- To provide training in energy conservation for disadvantaged
young people;
- To secure recognized qualifications in energy conservation
for both long term unemployed adults and young unemployed people;
- To identify and undertake energy conservation projects in
the local communities;

The overall aim of ENSIGN #Project is to achieve the more effective
and efficient use of energy within local communities through:

individual householders;
- Training local people, previously unemployed in accredited
insulation, energy advice and survey techniques to install insulation;

The main aims and objectives:
- To local people in energy auditing skills and other energy
related skills;
- To identify potential reductions in local energy of at least
30% of present energy consuption;
- To begin to implement basic insulation programmes in the
residential dwelling estates;
- To install heating control and regulation equipment as well
as upgrade the insulation characteristics of dwelling blocks
in Sabinov and Jizni Mesto;
- To monitor the impact of these improvements;
- To exchange experiences and approaches on energy awareness,
energy education and energy advice.

Main objectives of the project
- To provide an energy advisor to support the development and
implementation of an energy efficiency project in St Finian's
Estate (Drogheda), including the training of a local energy
adviser to certification standard.
- To develop the energy advice and schools education within
the St Finian's Estate.
- Energy Adviser to prepare, produce and supply energy efficiency
literature including energy efficiency appliance leaflets (with
ESB support).
- To prepare and implement a pilot Irish Energy Rating programme
for the local energy adviser to be used on the local housing
stock. Energy Advisor will be trained as an energy auditor.
- To encourage and support further Border community based energy
efficiency projects sharing the Drogheda experience and developing
a DIY guide to facilitate community projects' adoption of similar
energy programmes, and produce a community energy plan for one
project.

This project in built on the successful 1998 Energy Challenge
programme that developed community partnership energy plans for
housing areas in both Newry and Drogheda
Summary of the project
- Promotion of a competition aimed at Community Groups to encourage
the adoption of energy efficiency programmes in local areas.
- Open to any community group in Interreg area.
- Energy Challenge will bring together voluntary and public
sectors to provide a support package to facilitate this initiative.

Challenge Solar Water Heating Programme in Social Housing Project

Energy Action and Bryson House
This initiative aims to pilot the use of solar water heating systems
in "typical" social housing in both N Ireland and the ROI and
monitor its performance over a full year.
It is proposed that Thermomac Vacuum Tube Solar Collectors be
installed in 6 houses (3 in both NI and ROI). It is suggested
that the installation be arranged in either houses at the new
stage or when central heating is being installed. It is further
suggested that similar houses be used as a control for monitoring
purposes. A report will be produced detailing the results of the
project. Regular result updates will be included on Belfast Energy
Agency's web site.

IHER SAVE 2 project
2000

Objective The aim of this Irish Home Energy Rating scheme (IHER)
project is to develop the IHER scheme for labelling domestic dwellings
in Ireland by transferring the basis of the scheme from one developed
by National Energy Services that is used extensively in the UK.
The transferring the scheme the intention is to modify it to be
appropriate for Irish conditions. The specific goals of the project
were to
- produce a user-friendly, menu driven computer package for
assessing the energy performance of existing dwellings. It will
complement the system for the rating of new dwellings in Ireland
by incorporating the Heat Energy Rating method within the calculation
algorithms.
- produce the relevant training manuals for trainers and end
users.
- promote the IHER scheme to potential end users in Ireland
via a series of one-day seminars.
