Mapping Fuel Poverty in Ireland

Energy Action commissioned an analysis of recent CSO data made available as part of the 2002 Census of Population. The data, together with the Irish National Survey of Housing Quality 2001-2002, is being used to construct a fuel poverty map of the country.
The information is presented by Local Authority area and DED.

North Western Fuel Poverty Project 2004

Energy Action and the Health Promotion Unit of the North Western Health Board (NWHB) have joined forces to set up a working group in the Choice areas to tackle fuel poverty. The Choice areas include Letterkenny, Gweedore and Carndonagh in Donegal and selected areas in Sligo (the Lough Arrow cluster in south east Sligo and Sligo town east of the Garavogue river) and Leitrim (Drumkeerin).

Recent Publications and events relating to Fuel Poverty in Ireland:

Carbon Tax
A comprehensive Carbon Tax is to be introduced by the Department of Finance by the end of 2004. The implications of a carbon tax will have a disproportionate effect in particular poorer households who are dependent on solid fuel for heating their homes.

SEI Seminar held on January 27th 2004

The purpose of the Low Income Housing Programme is to assist with the establishment of a national plan of action to address fuel poverty in low-income households in Ireland.

Irish National Survey of Housing Quality 2001-2002
The Economic and Social Research Institute was commissioned by the Department of the Environment, Heritage and Local Government to carry out the Irish National Survey of Housing Quality (NSHQ) in 2001-2002. The survey obtained detailed information from a representative sample of over 40,000 householders on characteristics and problems of the dwelling, and on the household members.

A review of Fuel Poverty and Low Income Housing (Nov. 2003)
This report has been prepared for Sustainable Energy Ireland by Fitzpatrick Associates, in conjunction with the Urban Institute, UCD. The overall purpose of the study is to present a situation review of fuel poverty and low-income housing, and to assist Sustainable Energy Ireland in making the best use of resources available to address the problem.
