Housing in a Changing Climate Conference

Energy Action hosted a Conference in Dunboyne Castle Hotel, Co. Meath on 5th June that addressed Building Energy Rating issues for larger housing stock owners.

The opening address was given by Mr Michael Finneran TD, Minister of State at the Department of Environment, Heritage and Local Government. At the conference, Minister Finneran expressed his warm appreciation of the sterling work which has been undertaken by Energy Action since their establishment in 1988, notably by alleviating fuel poverty in the Greater Dublin Area by the provision of insulation in the homes of older people.

He went on to say: "The EU Directive on the Energy Performance of Buildings, which was transposed into Irish law in 2006, introduced a requirement for a Building Energy Rating System, or BER. The importance of the BER certification system for the Governments overall energy efficiency goals cannot be understated. It will provide clear information on the energy efficiency of houses and buildings and, through the accompanying Advisory Report, essential guidance on how energy efficiency can be improved. The BER system will help to encourage individuals and companies to improve energy efficiency in their homes and buildings and, by so doing, to secure significant savings in energy costs over time".

The Minister continued: "Housing managers participating here to-day will now have detailed information for various types of housing units, pointing to specific measures that can be taken across the stock to improve energy efficiency. This knowledge, in turn, will be a key tool in terms of future building programmes and it will also prove to be a crucial element in improving energy efficiency of existing stock through refurbishment programmes. Indeed, Minister Gormley, at the recent Energy Summit in Dublin, has already signalled his intention to prioritise the need to reinforce a strong energy efficiency component in ongoing refurbishment and upgrading works to local authority and social housing", the Minister concluded.
The conference addressed many of the practical issues that the EU Directive will present to housing designers and managers and was representatives from housing and architect’s department of most of the Local Authorities and Housing Associations in Ireland were in attendance.
