History

Energy Action was established in 1988 as Ireland's first community-based energy project, to address
the problem of fuel poverty in Dublin. The homes of the elderly and poor were draught-proofed and
insulated free of charge.

  • 665 houses were insulated in the first year and by 1994 Energy Action had
completed the draught proofing and insulation of its 5000th house. Former
President Mary Robinson attended the celebrations
  • 1991 Energy Action implemented City & Guilds, Draught proofing, Loft Insulation,
Energy Efficiency and Surveying training programme
  • The pilot project was launched on Tory Island. Following this pilot project, 24
projects (Community Based Groups) were established nationally
  • By 1995 Energy Action was approved as the first training centre in Ireland for
National Vocational Qualifications (NVQ) in insulation
  • Over time Energy Action has continued to develop the level of training it
provides and has diversified from solely providing training in installing insulation,
and now provides courses in ECDL and in Training the Trainers amongst others.
Energy Action has been instrumental in providing training programmes to the
    regional community based groups
  • In 2007, Energy Action's new training facilities were opened by Minister Noel
Aherne and this space has enabled the charity to increase its training capacity
  • In 2008 Energy Action established a new company called IHER Energy Services.
This company has trained almost 300 assessors in Building Energy Rating (BER) in
both existing and new houses. The Company was successful in tendering for the
SEAI training of 80 assessors in existing housing
  • In 2009 Energy Action developed and began to deliver the first FAS Local
Training Initiative Energy Efficiency modules to train unemployed construction
craft workers (12 modules). Also, Energy Action was awarded a new 3 year
European contract called Tabula 2009-2011. This programme involves the
development of a web based typology of the Irish Housing Stock with 12
European countries. Our Irish co-funders are SEAI, ESB and Dublin City Council
  • Energy Action's targets for home insulation service have increased significantly
over the years. In 2009, 1400 homes of low income and elderly were insulated.
